Default Assigning Color in If Function

In Excel 2003, can I assign color to a cell using the IF function? I want to
say "If amount 40, make it red, otherwise keep it black". Can I do that
with IF? If not, do you know another way? Thanks!

Conditional Formatting

Cell Value Is ; greater than; 40
format any color you like
