Default Conditional formattig

Hi to everyone in the N.G.,

I was looking for a way to highlight the cells of a column if they
meet a criteria in column 'B'.
In other word I have to see highlighted each cells in column A that
meet the lowest value of column B.

How can I do?

Many thanks to everyone will help me!
Stefano.
