I'm trying to set a common footer in the same file for multiple worksheets

With the sheet that has the footer active, right-click on the sheet tab and select "Select All Sheets", then use File/Page Setup and immediately click OK (don't change anything). Click on some other worksheet to get you out of "Group" mode, this will put the footer on all sheets, also note that it change ALL page settings to the ones on the active sheet.
