Default Tab Button

My end users tab button does not move the cursor as it should. When he hits
the tab button in Excel the cursor will jump multiple spaces to the right. I
have uninstalled Office 2007 and reinstalled with no success. I have made
sure it is not a keyboard malfunction. I do not know how to access the
properties of the Tab button to either change it back to jump one space to
the right or reconfigure it entirely.
Little help?
