Click on the office button, and at the bottom of the pop-up click "Excel

Excel 2003 has no function that would open a link with a double-click.
You can double-click in a cell to enter edit mode if your ToolsOptionsEdit"edit directly in cell" is enabled. If you have that disabled, a double-click will send you to cells referenced by a formula in that cell.
