Click on the office button, and at the bottom of the pop-up click "Excel
Options". Under "Advanced" there's a tick box for "Allow editing directly in
cells", make sure this is un-ticked.

Excel 2003 has no function that would open a link with a double-click.

You can double-click in a cell to enter edit mode if your
ToolsOptionsEdit"edit directly in cell" is enabled.

If you have that disabled, a double-click will send you to cells referenced by a
formula in that cell.
