Default How can I paste a formula that references a chart of data

I have a page of data that includes the weight of each item. I set up IF
statements to read a chart of data to determine the shipping costs based on
its weight. Ex. if the weight is < 2lbs, then $5.00, etc) The formula
works on one cell but when I try to copy it to the cells below, the formula
changes as does the cell #'s. Cannot figure this out.
