Default How do I lock the location of the Data Validation Input Message?

In MS Excel 2003 my Data Validation Input Message was locked in place beside
the cell that when with it. Now it has moved and scrolls. How can I put it
back?

Default How do I lock the location of the Data Validation Input Message?

If you move a data validation input message, all the data validation
input messages will appear in that location on the screen.
Close and reopen the file, and the messages should revert to their
original location, adjacent to their cells.
