Default Formatting in a Protected Spreadsheet

I have a password protected spreadsheet that only allows end users to enter
data into specific cells. Is it possible to allow the end user to format
(bold, italics, color) those specific cells, also? Currently, no formatting
is allowed because the spreadsheet's protected and locked.
