Default Colllecting Comments in a survey

I have a sheet labeled "data" that I pull to populate reports for each
manager name that appears on the survey. The propblem I am having is getting
the comments to pull over. The names are in column "B" and the comments are
in "R". I use arrays to make sure that I am pulling data form the right
months report. I need something to see if a name appears for a certain month
then pull the comment. The problem is that there are multiple entries for
each person.
