Does anyone know to create multiple ranges and criteria within the SUMIF
worksheet function? |

No. SUMIF can't accept multiple ranges and criteria.
You can use SUMPRODUCT, though: =SUMPRODUCT(--(A1:A10010), --(B1:B100<30), C1:C100) (see http://www.mcgimpsey.com/excel/doubleneg.html for an explananation of the "--").
