Default how do I disable the option that keeps incrementing cells by 1?

An option has been pre-set that I am trying to disable. Every time I drag a
group of cells across, some of the cells are automatically incremented by 1
when all I want is the exact number to drag across.

Right-click and drag.

Release button and select "Copy Cells" from the options.
