Default VLOOKUP - or a better solution

We have the need to look up a contact number on spreadsheet A and find that
contact number on spreadsheet B. Spreadsheet B may contain that same value 1
to 20 times, and we can only get it to return the first value it finds. How
do we get ALL values from Spreadsheet B to return?

You may want to take a look at the advanced filter tool. Here's some info:
http://www.contextures.com/xladvfilter01.html

Essentially, what you need to do is define your criteria (the number you're
looking up) and run the advanced filter tool using that criteria. You can
filter the data in place or copy it to another location, as required. Note
that the data in sheet B needs to be formatted as a table, and not just a
random assortment of data.
