you should explain what type of criteria you want to set.

what I've got is a ratio that is created by two linked feeds.

I would like to be alerted by excel when the ratio passes a certain
varience.

Right now one of the ratios is at 1.60, when it hits say 1 then I would
like excel to alert me.

this could be achieved by using Data Validation.
select cell that contain ratio and go to menu Data Validation under
Settings tab look for proper category in Allow list (perhaps you need to
select "Decimal") then in Data list select proper category and set
limits in input fields (I cannot suggest because I don't know what type
of data exactly you need to allow to that cell). In Error Alert tab, set
the messege you would like to prompt when your Allow criteria is not
met.

for more detail about Data Validation visit following link.
