Default Calculating a scoring system (issue #2)

#2. This one's a bit trickier. Is this even possible?!

OK, my points are as follows:

sales
Penetration Forecast Loss Points
(column H) (col I) (col R)
50% <2% =8
50% <3% =6
50% 3 but less than 4% =2
50% 4% = - 2
40% <3% = 6
40% 3% but less than 4% =0
40% 4% = - 3
30% <3% =3
30% 3% but less than 4% = - 3
30 4% = -5
20% < 2% = 0
20% 2% = - 5

< 20% < 2% =0
< 20% 2% = - 7

These are the parameters for the score in column R. Am I able to put
them all in so that they calculate the points? My head hurts. Please
help!
