Default GETTING STATIC DATE CONDITIONAL TO ANOTHER CELL VALUE

using excel 2003. doing an =IF function to return todays date in one cell if
a designated cell meets a designated value. I want the date to remain as the
original date from day to the next however, rather than having that date
change in the following days.
