Default Work week

Is it possible to have a dropdown list that is made up of
each month of the year, once a month is picked from the list
the work weeks of the month is entered each row of first
column?

Example:
<April 2011 --- dropdown list
[Apr 1 - Apr 3]
[Apr 4 - Apr 10]
[Apr 11 - Apr 17]
[Apr 18 - Apr 24]
[Apr 25 - Apr 30]
