Default Read only issue with Windows XP Service Pack 2

I am trying to open an excle file through a microsoft excel macro application
and i am getting an error sayign the file is read only. I tried to uncheck
the windows xp folder read only option but it kept putting the ready only
option back again.

Is there a way to disable the readyonly option in Windows XP folder for my
application to work ??
