Default #Value when entering a circular reference

I have a circular formula I am entering =IF('LC + CC'!B3="","",'LC +
CC'!B3)+('LC + CC'!B3*$F$69)+('Sales Price (2)'!B3*'Sales
Price'!$F$70)+('Sales Price (2)'!B3*'Sales Price'!$F$71)+('Sales Price
(2)'!B3*'Land Cost'!B$14) that relies on data to be built from the following
formula =IF('Sales Price'!B3="","",'Sales Price'!B3/'Sales Price'!$F$75). I
keep getting #VALUE!. If I enter the formulas step by step they work. However
when I fill down rows and across columns they give me the error.

Please advise if there is a way to make this work:)
