Default My Excel Options button is greyed out (Excel 2007) How to turn it

New to Excel 2007, and attempting to turn on the developer tab, which
requires me to press the Excel Options button. But the button is greyed out
so I cannot push it.

How do I turn on the Excel Options button so I can have access to macros ?

ensure your security is set to allow macros and that you have opened an xls
or xlsm file
