Default Allow changes to Shared workbook

What could someone have done, or what could have happened so that when
I go to Tools, Share workbook, and the dialog box opens the "Allow
changes by more than one . . ." is checked but it is greyed out so
that I cannot change it? Also, why is that a users identity stays in
the box after he/she has bailed out of the workbook?
