Default Need to meet criteria

I have a cell that is =GEO (geo being another cell that has geo locations
pulled from a DB)

In this cel (j14) I need to add a criteria that says if any geography shows
up that is not = to O7:O12 (list of geographys) then turn Red if cell J14
meets the criteria of O7:O12 then turn color XXXX

Any help would be greatly appreciated.
