Default Excel 2007 Visual Basic Editor

I can not access the VBA Editor as it is greyed out. I have double-check
settings relative to the Excel Options in the Trust Center to ensure the
Macro Settings are enabled and the Developer Macros Settings is checked.

Does anyone have any ideas as to why?
