Default Can't Delete Add-In Reference Workbook off Server

I have a Add-In workbook that is used as a reference by a Data workbook. For
some reason when I open the Add-In workbook, make corrections, then try to
save it says I can't because it is a copy. It should not be a copy. I
opened the Add-in as a live copy, I thought. Any ideas why this is happening?

I can't even delete the Add-In off the server because it says it is being
used by another person or program. I have confirmed with everyone that
nobody is using the Data Workbook or the Add-In workbook. Why is this
happening?

I desparately need to edit the Add-In!
