Default Tools - References

I want to send an email using Excel VBA, and I need to ensure that the
Outlook reference is ticked in Tools - References.

1. Can I do that in code?

2. Can I find out which version of Excel I'm in, to ensure that the code
finds the right reference (i.e. Outlook10/Outlook11/Outlook12)
