Default Security settings for Excel 2003 are lost on Vista 64 bit OS

Hello,

I am trying to test my .NET add ins written for Excel 2003 on a 64 bit Vista
box. I want to set the security to lowest level to test the code initially.
However, when i set the security to "Low" using "tools-macro-security" it
is lost next time i open Excel and reset back to high. I don't know what is
going on. Please help.
