Default Custom toolbars and Excel 2003 - 2007 portability

I have several macros that I created in xl2003 and earlier that generate and
display toolbars so that the user doesn't need to go searching for macros.
When I try these with xl2007, the toolbars no longer appear. This is
obviously based on the limitations imposed by the ribbon to reduce clutter -
I have read many of the posts in this community on this subject.

So my question is: Are there reasonable strategies for making spreadsheets
with VBA macros controlled by toolbars portable between xl2003 and xl2007 and
providing the same level of convenience for users? Some of the users I
interact with have xl 2003 and some have xl2007, and we are not going to make
a wholesale upgrade immediately!

I appreciate your thoughts.
