Default Protecting worksheet

Hi team

WS.Protect UserInterfaceOnly:=True, AllowFormattingCells:=False

still allows a user to cut and paste inside unprotected cells.
I wish to stop this as they cut the borders and fill colour as well.
Can this be protected?
