Default Form ScrollBar Help

I'm just having trouble figuring out what Help raelly means

From Help under Form Properties -

2. When ScrollBars is set to fmScrollBarsVertical or
fmScrollBarsBoth, the control displays a vertical scroll bar if
the text is longer than the edit region and if the control has enough
room to include the scroll bar at the right
edge of its edit region.

But you cannot put text on a Form, can you? Don't you need to put it
on a control, then on a Form ?
And Form scroll bars don't go on the control (e.g label or text box)
but on the Form itself. Or so it looks like to me.

Also, what does it mean by 'text longer than Edit region' ? Is Edit
Region the size of e.g. of a label, defined at design time?

Thanks - Kirk
