Default Making UI Ribbon, and xlsb files

Hello all, again.
Perhaps I have the answer to this, and just haven't realized it yet, so
please bear with me while I ask directly.
In making all of these menus as xlam files, it's got me to wondering if we
can take our xlsb files, and just use those and create the Ribbon Menu--
instead of having to make an addin(xlam).
I.e., open the xlsb file using the UI editor, create a menu, save, and close.
Is it possible to do it this way?
Or is it absolutely necessary to treat it as an add-in (xlam file)?
And if we can do it using the xlsb files, how would we activate them to be
used as a ribbon?
