Default Validation Drop Downs within a List

This problem is a little difficult to describe without a picture but
here goes:

On Sheet1 I have a List with two columns:

Account Actions
Support1 Support_Validation_Drop_Down
Support1 Support_Validation_Drop_Down
Support1 Support_Validation_Drop_Down
Peon_User User_Validation_Drop_Down
Boss_User User_Validation_Drop_Down

On Sheet 2 I have the options that are listed in each
Validation_Drop_Down

Support_Validation_Drop_Down User_Validation_Drop_Down
No Action Renew 1 month
Renew 6
months
Disable
Delete

My problem is when I sort the list on sheet 1 (ascending for example)
the validation drop downs do not sort with them. They look like they
were sorted, but when you select the drop down the options get mixed.
For example in ascending order by account, User_Validation_Drop_Down
would show up in the action column, but the drop down would actually
have "No Action" listed as the only option. Is there a reason the
drop down content is not tied to the drop down when I sort?
