Default Conditional Formula

I would like to do a SUM and IF statement to do the following:

Give me the sum of another cell. If that sum is less then 98% then display
the sum in bold red text. I'm drawing a blank on what my formula should be.

I have:

=SUM('D7 Growth & BB tracking'!H7)

Default Conditional Formula

Formulas in a cell can return values only, noit change formatting.

Use FormatConditional FormattingCell Value is: less than 98%
