In 2007, click the Office button (the big Circle button), choose "Excel

I don't know if this is still the case with xl2007, but in 2003 they created a new security catch. If you go to Tools Macros Security then to the Trusted Publishers tab there is a check box that says "Trust access to Visual Basic Project". This is generally the culprit if you have already set the security level to the settings you have. I don't have xl2007 yet, and have seen little of the ribbon setup.
