Default SaveSetting: Excel 2000 & 2003

With Excel 2000, SaveSetting stores at:
HKCU\Software\VB and VBA Settings\
What key does Excel2003 use? On my Pc, it seems to store at
HKEY_USERS\{a guid}\software\VB and VBA Settings\
Why?
Thanks for any insight.
