Default Setting ScrollRoll without ActiveWindow

Is there a way to set the a sheet's ScrollRow without making it the
ActiveWindow and assigning the ScrollRow to the ActiveWindow?

In other words set a ScrollRow value directly from a sheet.

It is a property of the window/pane. So no.
