Default Respond at a specific time

I have a spreadsheet containing with two columns (Time and Action)
It contains a list of Actions to be performed at specific calculated times.
I would like the spreadsheet to prompt the user when a specific time has
been reached and request the user to aknowledge the prompt. It then sits and
waits forthe next event time to be matched.
Any suggestions?
