Default Importing/Exporting Blocks of Data

I've got a text file with blocks of data that consist of 20 rows, but each
row has a different amount of columns and a different amount of sizes for
each item in the row.

Here is an example.

74 71 65 72 72 75 73 58 66 63
63 71 71 71 76 42 10 0 1 4 1
1973 24 6 1250000 0 1991 4 17 98

1.18 (2.6.2002)

I'm looking to find a starting point on importing this data into Excel
(which I can already do with a seperate program in a very round about way)
and then after manipulation exporting it back into this format.

I'm a little bit familiar with VB, I had to write some macros to automate
the process of getting the previous files exported out of the other program
into excel, as well as sending a listing of rows to seperate sheets based on
criteria.

Any help pointing me in the right direction would be much appreciated.
