Default Insert comment behaviour on custom shortcut different

I am using Office 2003 on Windows XP, but I also have this same issue at home
on Office XP with Windows XP.

If I add the built-in INSERT COMMENT button (ID: 2031) to a custom shortcut
menu, this command does not function like the built-in command. It inserts a
comment, but does not enter EDIT mode.

If a cell comment already exists in the activecell, the menu caption changes
to EDIT COMMENT just as it should, but when selected, it still does not go
into EDIT COMMENT mode when the menu is dismissed.

Does anyone have a clue what is going on and how to fix or work around this
issue? If so, could you please post example code?
