Default problem in protecting excel worksheet

Hi,

What I want to happen is to allow selection of cells from range A11 to
EU65536 only.

So, i tried to unlock the cell protection for ranges "A11:EU65536" (by
unchecking the Locked checkbox in the Format Cells Protection); and then
protect the worksheet and choosing only the "select unlocked cells only" (i
unchecked the 'select locked cells').

After I did that, I cannot navigate through the cells anymore using the
arrow keys even if the current cell is inside the unlocked ranges of cells.
Does anyone know a reason or a work-around regarding this? I am using
windows 2000 and ms excel 2003 professional edition.
