Default Formatting Issue - Zero's not being displayed

I can't seem to find a newsgroup that fits this issue. I have a template
workbook that I've built a fairly involved formatting macro, and it's working
fine. When I did a thorough check between the Excel data presentation and
some reports from the database I noticed that in some cases the spreadsheet
is not showing values that are zero percent...

If I copy the cells and paste special into a new workbook (first values, and
then formats) the zero percents will show (and entries with no calculation
are still blank). I'm pretty perplexed how this "hide all zero values" is
being accomplished...and would like to get rid of it.

Any hints from the Excel guru community would be helpful. TIA!
