Default how do i find a Excel programer for hire in my area?

Two files, one has names and address with a corresponding number. The other
is the list of numbers. Each number is connected to dollar amounts. Dollar
amounts $250 and under use short form letter. $251 or more use long form
letter.
1. Query data for dollar amounts
2. Query files one with file two for names and addresses
3. Merge quarried data with appropriate form letters
