Default Changes to customized menus are not saved?

If the file was created in Excel 95 or Excel 5, then the menu changes were
created using the menu editor and can not be permanently changed in Excel
97/2000 or later.

Jim Rech has written a utility that removes such menus. It can be found on
Stephen Bullen's MVP page:

I'm translating some Excel sheets I've made, that include custom menus for
some macros. I can easily change/translate the menu options, but when I

save
the file, even under a different name, the changes are not saved. When I

open
the file the next time, the old menu comands appear again? What's wrong? I
use Office 2000.
