Default ClassFactory Run-time Error

I have a macro-filled workbook which was developed in Excel 2002 and
distributed to 50 users around the state running various versions of Windows
and Excel. This workbook has worked perfectly for all 50 users for over a
year, until about a week ago. One user running Excel 2003 suddenly began
getting a run-time error on the following line of code:
Set FSCall = CreateObject("Scripting.FileSystemObject")

The run-time error is number -2147221231 and reads "ClassFactory cannot
supply requested class." I thought this message looked suspiciously like a
missing file or component, so I had the user re-intall both Windows and Excel
- no luck?

Does anyone have any other ideas?
