Default conditional locked cell?

is there a way to have a conditional format that locks the cell?
in A1 i have a date, what i want is if(month(a1))=month(today()), then the
cell is locked, if not then it is not locked.

You could do it using the change event or the calculate event, but not with
conditional formatting.
