Default Installing Add-in for all users in Win 2000/XP

Can someone tell me how to install an add-in in Windows
2000/XP so that the add-in will be available regardless of
who logs on to the computer? Would it help to log on as
the Administrator before installing the add-in, or would
having administrative privelages be enough?

I don't know if that's even possible. Installed addins are afaik registered
in (for version 10)
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\E xcel\Options
