Default AllowFormattingCells in Excel 2000?

How can I use the Excel 2002 command "AllowFormattingCells:=True" in Excel
2000. In Excel 2000 this command is not available. Is there a way to do the
same in 2000: in a protected sheet formatting cells (like change the color).
