Default Difference between a Service Release and a Service Pack?

What is the difference between a Service Release and a Service Pack with
respect to Microsoft Office products? Is one just a new term for the other?
Or does one term indicate a cumulative bunch of fixes, while the other
indicates only an incremental fix that depends on previous fixes being
installed?
