Default unique numbers

Respected Sir/madam,
Which is the formula/programming way in excel is there
which only allows a unique number to be entered in that
row,column,set of cells in a single workbook/worksheet,
set of cells in multiple workbooks/worksheet.
E.g.. if 123 is entered in any of the previous cells of
that criteria nowhere further in that criteria 123 is
allowed to be added.
