Default Missing Nav Links in VBA & MSFORMS Help

Hi All,

I am trying to use the VBA & MSFORMS help within Excel
2002, but an important feature seems to be broken/missing -
that is the navigation links at the top of the help files.
They are available in every other help file, but not for
VBA or MSFORMS.

I have searched through the KB for anything related, but
have lost hope after 3 days. I am hoping that someone here
has run into the same issue and found a resolution.
