Default Using a Decimal changes cell to a label

Using a Decimal changes cell to a label

If I use a decimal in a cell, it changes the cell to a label. I must
put a "+" or "-" before I enter the number. I have tried formatting
the sheet and cell still changes to label. I have also tired
reinstalling the programs no change. Any ideas?
